Questo volume, curato da Livio Rossetti e Massimo Pulpito, raccoglie le lezioni su Parmenide e Zenone di Elea tenute da M. Laura Gemelli Marciano (d’ora in poi GM) durante il convegno “Eleatica 2007” (Ascea Marina, 29 novembre - 2 dicembre 2007). L’article prend en considération la façon dont différents auteurs rassemblés sous l’étiquette générale de « présocratiques » commençaient leurs discours. Dans le contexte d’une transmission essentiellement orale tel que celui de la culture de la Grèce archaïque, l’incipit prend une importance fondamentale, dans la mesure où il pose les bases de la communication, définit le type de message que l’auteur veut transmettre et indique dans quelle voie il s’engage. Il donne donc des indications non seulement sur le type de texte, (...) mais aussi sur le genre de public auquel ce texte était adressé. S’il s’agit d’un public restreint et choisi, l’incipit est généralement élitiste, obscur, et fait référence à un code auquel il est difficile d’accéder ou, comme dans le cas de l’écrit d’Alcméon, mise sur la difficulté d’une entreprise que les disciples doivent surmonter à l’aide de l’enseignement du maître. Si le texte est destiné à un public plus large d’amateurs cultivés, il mise sur des phrases ronflantes qui suscitent des visions grandioses et des émotions et placent l’orateur dans une position dominante vis-à-vis de l’auditoire. Ici on prend en considération en particulier les incipit de quatre auteurs assez différents les uns des autres, de la fin du vie au dernier tiers du ve siècle av. J.‑C. : Héraclite, Alcméon, Anaxagore et Diogène d’Apollonie. En recourant à l’analyse linguistique et en les confrontant avec d’autres textes de même époque, on cherche à définir la particularité de chaque texte en relation avec le message qu’il véhicule et avec ses destinataires. Les résultats de cette analyse invitent à reconsidérer la méthode à employer pour aborder les fragments des auteurs dits présocratiques et à se libérer du modèle herméneutique « anthologique » d’Aristote qui vise à rechercher un « système » philosophique et néglige le rythme prosodique, l’harmonie de la langue, le caractère persuasif des textes et leur contexte culturel. Pickering & Garrod's (P&G's) integrated model of production and comprehension includes no explicit role for nonlinguistic cognitive processes. Yet, how domain-general cognitive functions contribute to language processing has become clearer with well-specified theories and supporting data. We therefore believe that their account can benefit by incorporating functions like working memory and cognitive control into a unified model of language processing.

The idea of a data transfer agreement (DTA) template for the South African (SA) research community is receiving increasing attention. Whiledeveloping such a DTA template is certainly a worthwhile project, questions regarding the project’s practical execution should be addressed,including how to best operationalise the envisioned DTA template, and the content of the envisioned DTA template. It is proposed that anempowerment approach be followed in operationalising the envisioned DTA template, which is contrasted with the regulatory approachfollowed with the material transfer agreement (...) that the Minister of Health promulgated in 2018. While the regulatory approach would entailgovernment making the use of the envisioned DTA template compulsory regardless of the quality of such a template, the empowermentapproach, by contrast, entails a focus on developing a high-quality, professionally drafted DTA template for the SA research community andmaking the use thereof a matter of own choice. Regarding the content of the envisioned DTA template, four hot-button content provisionsare analysed, and it is argued that SA research institutions and researchers should be empowered to: (i) have clarity and legal certaintyregarding their ownership of data, where relevant; (ii) be able to commercialise their research findings without unnecessary contractualconstraints; (iii) avoid falling into the trap of unlawful benefit sharing with research participants; and (iv) be aware that their legal role asresponsible parties, where relevant, cannot be contracted out via a DTA. After first defending dualism against epiphenomenalism and other theories which would render survival impossible, the author discusses what would be admissible evidence either for a discarnate life after death or for reincarnation. He then presents some evidence for both beliefs.--W. L. M.

A massive series of meticulous clarifications and arguments is marshalled to attempt to refute, first, the doctrine that all relations are "internal", next, the claims that coherence is the sole criterion of the nature of truth, and finally, the theory of degrees of truth and falsity. The author's great familiarity with the literature of the coherence theorists proves almost a drawback: he prefers to cite texts extensively, but must then acknowledge important differences among them. There is little in the way (...) of a constructive alternative theory of truth, but the criticism is formidable.--W. L. M. (shrink)

This seems destined, quite naturally and justly, to become a standard group of selections. Included are Chappell's meaty Introduction, My Own Life, Of the Standard of Taste, the Dialogues, and large portions of the Treatise and the two Inquiry's. Where Chappell feels that the Treatise and especially the first Inquiry overlap, he favors the passages from the Treatise. Among the notable exclusions from the latter are most of the discussion of space and time and the better part of Book II, (...) Part II. What is probably most controversial and unfortunate is the editor's omission of all but three sections in "Of Justice and Injustice".--W. L. M. (shrink)

Kateb poses as a defender of an actually attainable utopia and considers some recent attacks on this idea. He finds flaws in various arguments against any use of violence in attaining utopia, denies that utopian government need be highly authoritarian or machine-guided, and shows the immorality of certain "aesthetic" objections to life in utopia. While condemning theories of indeterminism, he sympathizes with expressions of hostility to utopian psychologists, such as B. F. Skinner, who would like "conditioning" to supersede older forms (...) of being virtuous. The author makes good use of a wide range of works in philosophy and the social sciences, maintains a high level of argumentation, and displays great respect for most of his anti-utopian opponents.--W. A leading British historian brings considerable philosophical insight to bear in criticizing the cult of facts, treatments of great men in isolation from their societies, and the view that historians should make moral judgments upon their subjects. His esteem for Collingwood and other idealists is tempered by a warning against their excessive subjectivism. Carr upholds the reality of historical causation, and the belief in some progress.--W. L. A Papyrus commentary on Alcman published in 19571 brings us news of a poem in which Alcman “physiologized”. The lemmata and commentary together witness to a semi-philosophical cosmogony unlike any other hitherto known from Greece. The evidence is meagre, but it seems worth while to see what can be made of it; for it is perhaps possible to go a little farther than has so far been done.

Résumé : Le PPBS a été conçu comme un instrument destiné à ceux qui décident de l'allocation des ressources publiques : il doit leur permettre de prendre de meilleures décisions. S'il est très difficile de repérer et de juger les choix que le développement du système a inspirés aux Etats-Unis, il n'en est pas mains certain que ses résultats tangibles sant maigres car la masse des anciens programmes, principale source potentielle de moyens nouveaux, n'a guère été remise en question.La valeur (...) intrinsèque du PPBS ne peut être mise en cause. Ce qui doit l'être, c'est la lenteur de son développement, qui demeure peu avancé. Cette lenteur s'explique, car le système ne peut produire des fruits dans une terre stérile qu'on n'a pas préparée.La brutalité et les maladresses de l'opération déclenchée en 1965 dans le gouvernement fédéral américain ne pouvaient que renforcer la résistance au changement et retarder, sinon compromettre, le succès final. Les perspectives demeurent heureusement favorables, puisque la nouvelle administration ne semble pas décidée à faire machine arrière et que les Etats et Villes ont démarré sous de bien meilleurs auspices.La principale conclusion qu'imposent les expériences américaines est que toute juridiction intéressée par le PPBS doit impérativement développer, de la façon la plus générale, la volonté d'instaurer le système et s'assurer les moyens de le faire. C'est dire qu'il est peu sage d'engager la bataille sur tous les fronts à la fois : il faut tenter des percées. Mais c'est dire aussi combi en l'information et la formation sant essentielles. A cet égard, l'installation généralisée de certains éléments du système, à savoir la structure de programmes et le budget-programme, loin de présenter des inconvénients, peut constituer un excellent exercice en dehors de son utilité directe pour le preneur de décision. La bataille en cause est surtout celle de la conviction: l'outil est prêt, il est bon, encore faut-il que l' ouvrier accepte de s'en servir.Samenvatting:Planning-programming-budgeting werd ontworpen als een instrument voor diegenen die beslissen over de toewijzing van de overheidsmiddelen.Dit instrument moet de beslissers in staat stellen betere beslissingen te treffen. Het is niet makkelijk deze beslissingen op te sporen en te beoordelen welke in de Verenigde Staten getroffen werden onder invloed van de ontwikkeling van deze systeembenadering. Toch is het met vrij grote zekerheid te stellen dat de tastbare resultaten gering zijn omdat de veelheid aan oude programma's die tenslotte toch de voornaamste potentiële bronnen zijn van nieuwe middelen, nooit werden aangevochten.De intrinsieke waarde van PPBS kan daarom evenwel niet worden genegeerd. Wat wel dient aangeklaagd is de traagheid van zijn aanslepende ontwikkeling. Deze traagheid is te verklaren door het feit dat het systeem slechts vruchten kan afwerpen zo het ingeplant wordt in degelijk voorbereid terrein.De brutaliteit en de onhandigheden bij de operatie die in 1965 werd ingezet in het amerikaans federaal overheidsbestel konden niets anders dan de weerstand tegen de verandering versterken en afbreuk doen aan het uiteindelijk slagen van het systeem. Gelukkiglijk blijven de vooruitzichten gunstig want de nieuwe beleidsvoerders sinds de presidentsverkiezingen, blijken ermee te willen doorgaan en de staten en lokale overheden zijn ermee van wal gestoken onder veel betere omstandigheden. Het doorslaggevend besluit uit de amerikaanse ervaringen terzake is wel dat elke instantie welke belangstelling heeft voor PPBS, nodig moet op zo breed mogelijk vlak de wil doen groeien om het systeem te ontwikkelen en er ook de nodige middelen toe ter beschikking stellen. Dit betekent tevens dat het weinig aan te bevelen is de strijd op alle fronten terzelvertijd aan te binden maar wel geleidelijk doorbraken te verwezenlijken. Dit brengt dan evenwel ook met zich dat informatie en vorming essentieel zijn bij deze strategie. In dit verband moet dan ook gezegd worden dat reeds het invoeren van sommige deelementen van het systeem, zoals de programmastructuur en het programmabudget, voor de beslisser nuttig kan zijn voor zijn persoonlijk inzicht en vorming.De te voeren actie dient nog slechts te worden toegespitst op het overtuigen van de verantwoordelijken. Het instrument is immers gebruiksklaar en degelijk, er is alleen nog het wachten op de wil van de gebruiker dit instrument ter hand te nemen. (shrink)

Objective—To explore the opinions of unpaid healthy volunteers on the payment of research subjects.Design—Prospective cohort.Setting—Southern Alberta, Canada.Participants—Medically eligible persons responding to recruiting advertisements for a randomised vaccine trial were invited to take part in a study of informed consent at the point at which they formally consented or refused trial participation. Of 72 invited, 67 returned questionnaires at baseline and 54 at follow-up.Outcome measures—Proportions of persons who agreed or disagreed with three close-ended statements on the payment of research subjects; themes (...) and categories identified by content analysis of responses to an open-ended question.Results—A minority agreed with paying either patient or healthy volunteer participants. Opinions did not change over time. Participants' comments addressed: benefits and drawbacks to research participation; benefits and drawbacks to paying research participants; conditions under which payment of research subjects would be acceptable, and the nature of acceptable recognition. Acceptable conditions were to improve problematic recruitment, to reimburse costs, and to recognise participants, particularly for their time investment. Both non-monetary and monetary recognition of volunteers were thought to be appropriate.Conclusions—Most unpaid volunteers disagreed with paying research participants. The themes arising from their comments are similar to those that have been raised by ethicists and suggest that recognising the time and effort of participants should receive greater emphasis than presently occurs. Misattributed paternity or ‘false’ paternity is when a man is wrongly thought, by himself and possibly by others, to be the biological father of a child. Nowadays, because of the progression of genetics and genomics the possibility of finding misattributed paternity during familial genetic testing has increased. In contrast to other medical information, which pertains primarily to individuals, information obtained by genetic testing and/or pedigree analysis necessarily has implications for other biologically related members in the family. Disclosing or not a (...) misattributed paternity has a number of different biological and social consequences for the people involved. Such an issue presents important ethical and deontological challenges. The debate centres on whether or not to inform the family and, particularly, whom in the family, about the possibility that misattributed paternity might be discovered incidentally, and whether or not it is the duty of the healthcare professional to disclose the results and to whom. In this paper, we consider the different perspectives and reported problems, and analyse their cultural, ethical and legal dimensions. We compare the position of HCPs from an Italian and British point of view, particularly their role in genetic counselling. We discuss whether the Oviedo Convention of the Council of Europe can be seen as a basis for enriching the debate. (shrink)
